Every report here is built from public records, and every record is linked. These are the rules the reporting follows.
Factual claims are tied to public documents: audits, state financing reports, board minutes, tax data and official filings. Each source is linked in the report. When a figure is calculated, the report shows how.
Reports separate what the records show from what remains unanswered. An open question is labeled as an open question, not dressed up as a finding.
Before publication, the public body involved is asked in writing to respond, unless it has already declined to engage on the subject. Responses, refusals, conditions and non-responses are reported as they happened.
The reporting focuses on public bodies and official acts. Private citizens’ personal details stay out. No report accuses anyone of a crime they have not been charged with.
When the reporter has a stake in a story, as a resident, a ratepayer, or the person who filed a records request or complaint, the report says so up front.
No advertising. No sponsors. No payment from anyone the reporting covers. Silent Investigative also does paid research for clients; no client pays for, previews or approves published reporting.
When records suggest a possible violation, the matter may be referred to the oversight agency responsible. Referrals are disclosed in the report. A referral is not an accusation.
Newsrooms may republish any Silent Investigative report in full, free of charge, under the Creative Commons Attribution-NoDerivatives 4.0 license. Run it unchanged, credit Silent Investigative and the byline, and link to the original. Quoting with credit is always welcome. Documents, maps and images from other sources keep their own terms.
Errors of fact are corrected as soon as they are confirmed. Each correction is dated and noted at the end of the report, saying what was wrong and what the report now says. Facts are never changed silently.
